With reference to Colonial Office letter
No. 53846/38 of the 29th December last, regarding the
proposals for the establishment of aircraft factories in
Hong Kong, I am directed by Sir John Simon to state that
he concurs in the terms of the draft despatch which it is
proposed to send to the Governor of Hong Kong, subject to
the addition of the following sentence at the end of
paragraph 3:-
"I should add that the aircraft if assembled could
"not, if a state of war existed, properly be exported
"to a belligerent except in a condition such that they
"could not while in transit be used for belligerent
"purposes".
2.
Copies of this letter are being sent to the Board
of Trade, Air Ministry and the Burma Office.
